EU leaders press Italy for reform at crisis summit (Reuters)

BRUSSELS (Reuters) ? European Union leaders piled pressure on Italy on Sunday to speed up economic reforms to avoid a Greece-style meltdown as they began a crucial two-leg summit called to rescue the euro zone from a deepening sovereign debt crisis.

The aim is to agree by Wednesday on reducing Greece's debt burden, strengthening European banks, improving economic governance in the euro area and maximizing the firepower of the EFSF rescue fund to prevent contagion engulfing bigger states.

Before the 27 leaders began talks on a comprehensive plan to stem the crisis, German Chancellor Angela Merkel and French President Nicolas Sarkozy held a private meeting with Italian Prime Minister Silvio Berlusconi, officials said.

Diplomats said they wanted to maximize pressure on Rome to implement structural labor market and pension reforms to boost Italy's economic growth potential and reassure investors worried about its huge debt ratio, second only to Greece's.

A German government source said Merkel and Sarkozy underlined "the urgent necessity of credible and concrete reform steps in euro area states," without which any collective EU measures would be insufficient.

Merkel warned in a speech on Saturday that if Italy's debt remained at 120 percent of gross domestic product "then it won't matter how high the protective wall is because it won't help win back the markets' confidence.

Arriving for Sunday's sessions of the full EU and the 17-nation euro zone, the leader of Europe's most powerful economy played down expectations of a breakthrough, telling reporters decisions would only be taken on Wednesday.

Before then, Merkel must secure parliamentary support from her fractious center-right coalition in Berlin for unpopular steps to try to save the euro zone.

European Council President Herman Van Rompuy, chairing the summit, painted a somber picture of the economic challenges facing Europe in his opening remarks, citing "slowing growth, rising unemployment, pressure on the banks and risks on the sovereign bonds."

"Our meetings of today and Wednesday are important steps, perhaps the most important ones in the series to overcome the financial crisis, even if further steps will be needed," he said.

LIFELINE

Finance ministers made progress at preparatory sessions on Friday and Saturday, agreeing to release an 8 billion euro lifeline loan for Greece and to seek a far bigger write-down on Greek debt by private bondholders.

They also agreed in principle on a framework for recapitalizing European banks, which banking regulators said would cost just over 100 billion euros, to help them withstand losses on sovereign bonds, although some details remain in dispute.

Sarkozy, who disagreed sharply with Merkel over strategy last week, pressing to put the European Central Bank in the front line of crisis-fighting, said after meeting her again on Saturday he hoped for a breakthrough in the middle of the week.

"Between now and Wednesday a solution must be found, a structural solution, an ambitious solution, a definitive solution," Sarkozy said. "There's no other choice."

Asked whether he was confident of a deal, he replied: "Yes, otherwise I wouldn't be here."

The key outstanding issues were how to make Greece's debt burden manageable and scale up the euro zone rescue fund to shield Italy and Spain, the euro area's third and fourth largest economies, from bond market turmoil that forced Greece, Ireland and Portugal into EU-IMF bailouts.

Markets are concerned that Greek debt, forecast to reach 160 percent of GDP this year, will have to be restructured, but investors do not know what kind of damage they will have to take on their Greek portfolios.

The size of the losses private bond holders would have to suffer was the first issue that will be discussed on Sunday.

A debt sustainability study by international lenders showed that only losses of 50-60 percent for the private sector would make Greek debt sustainable in the long term.

This is much more than a 21 percent net present value loss agreed with investors on July 21 and some officials question whether it can be achieved voluntarily, or only through a forced default that would trigger wider market ructions.

Euro zone officials now argue the recession in Greece is much deeper than expected, the country is behind on privatization and fiscal targets and market conditions have deteriorated in the past three months.

To have enough money to support Italy and Spain, if needed, the euro zone wants to boost the firepower of its bailout fund, the 440 billion-euro European Financial Stability Facility.

But public opinion in many countries is strongly against more bailouts, and further commitments to the EFSF could drag down some countries' credit ratings, worsening the crisis.

How to raise the potential of the fund without new cash was probably the most contentious point to be discussed on Sunday, but not expected to be resolved until Wednesday.

France and several other countries would like the bailout fund to be turned into a bank so that it can get access to limitless financing from the European Central Bank. But Germany and the ECB itself are adamantly against that.

The most likely solution seems to be that the EFSF would guarantee a percentage of new borrowing of Spain and Italy in a bid to improve market sentiment toward those countries.

Such a solution might help ring-fence Greece, Ireland and Portugal, but some analysts say it could have perverse effects, creating a two-tier bond market in which secondary bond prices would be depressed, and removing the incentive for Italy to take politically unpopular action to cut its debt.

Another possibility under discussion is to create a special purpose vehicle that would enable non-euro zone countries and sovereign wealth funds to invest in government bonds, but EU officials are reluctant to give countries like China a seat at the euro zone table.

Unless European banks get more capital to cover potential losses on these bonds, other banks will be reluctant to lend to them on the interbank market, triggering a liquidity crunch, now prevented only by stepped-up ECB liquidity provisions.

The European Banking Authority told European Union finance ministers on Saturday that if all such bank assets were valued at market prices, EU banks would need 100-110 billion euros of new capital to have a 9 percent core tier 1 capital ratio, an EU source familiar with the discussions said.

Ministers agreed to give banks until June 2012 to achieve this capital ratio, first using their own funds or from private investors, and if that fails, by using public money from governments or as a last resort the EFSF.

With Italy, Spain and Portugal unhappy about the burden being placed on their banks, EU leaders were to discuss the issue on Sunday, but the source said it was unlikely an overall sum for recapitalization would be explicitly mentioned.

Interpark picked as preferred bidder for Samsung (Reuters)

SEOUL (Reuters) ? Samsung Group confirmed that it had named a group led by online shopping mall operator Interpark as preferred bidder for its procurement arm iMarketKorea Inc, in a deal to buy Samsung's up to $342 million stake in the firm.

Sources told Reuters earlier that Interpark won the deal for iMarketKorea, beating private equity firms Kohlberg Kravis Roberts & Co and MBK Partners.

The country's biggest business group launched a rare divestment in August against the backdrop of the President Lee Myung-bak administration and politicians warning Korean conglomerates' maintenance, repair and operation (MRO) businesses could hurt small and medium-size enterprises.

There however is no official directive to sell these units, and other conglomerates like LG and SK have given no indication of plans to dispose of their procurement arms.

"Samsung and the Interpark-led consortium are expected to complete the sale of iMarketKorea by the end of the year after signing an agreement in early November," Samsung Group said in a statement, adding that the two parties are negotiating detailed terms of the deal.

Samsung plans to sell a 58.7 percent stake in iMarketKorea worth 392 billion won ($342 million) at Monday's closing price, held by its nine affiliates.

The size of the stake could be smaller, as Samsung earlier said it might maintain an interest in Imarketkorea if buyers requested it. That interest could be up to 10 percent, one of the sources said.

Interpark teamed up with Korea Venture Business Association and private equity firm H&Q in a deal where Samsung is providing five-year guarantees to ensure 2 trillion won of revenue annually through iMarketKorea, a source told Reuters earlier.

Samsung set up Imarketkorea in 2000 to provide goods and maintenance services for business clients.

Shares in iMarketKorea finished down 2.9 percent versus the broader market's 3.3 percent rise. Interpark closed down 2 percent. ($1 = 1147.350 Korean Won)

UK borrowed less than forecast in September (AP)

LONDON ? U.K. government borrowing in September fell by more than anticipated, official figures showed Friday, providing rare good news after a series of downbeat reports.

The Office for National Statistics said public sector net borrowing in September was 14.1 billion pounds ($22.2 billion), down on the 15.4 billion pound shortfall in the same month last year.

September's figure was about a billion pounds better than the market consensus.

The agency also revised its August borrowing figure downward by 2 billion pounds.

The data leaves the government broadly on course to hit its full-year deficit target of 122 billion pounds, providing the economy doesn't deteriorate further.

However, worries persist.

"We doubt that these figures fully reflect the recent slowdown in the pace of economic growth and therefore we continue to expect the trend in borrowing to deteriorate in the second half of the fiscal year," said Samuel Tombs, U.K. economist at Capital Economics.

The statistics agency reported earlier this week that inflation had hit a three-year high of 5.2 percent. Unemployment was up to 8.1 percent in the latest report, while household incomes were growing at less than 2 percent a year; GDP rose just 0.1 percent in the second quarter.

Chris Williamson, chief economist at financial information company Markit, said the government may be forced to cut spending further to meet the borrowing target if the economy gets worse. However, he said this raises the risk that austerity measures "end up driving the deficit higher rather than reducing it."

Concern about sagging growth has prompted the Bank of England to resume a program of buying up financial assets from the banks in the hope of increasing the money supply and getting them to lend more.

Earlier this month, the Bank's Monetary Policy Committee unanimously voted to spend another 75 billion pounds ($118 billion) on the so-called program of quantitative easing. Between March 2009 and January 2010, it bought up 200 billion pounds ($315 billion) of assets.

Elderly long-term care residents suffer cognitively during disasters

ScienceDaily (Oct. 21, 2011) ? In a summer with unprecedented weather events, from tornados, floods, fires and hurricanes, researchers at the University of Pennsylvania School of Nursing found that physiological changes associated with aging and the presence of chronic illness make older adults more susceptible to illness or injury, even death, during a disaster.

Investigators followed 17 long-term care residents, with a mean age of 86, who were evacuated for five days due to a severe summer storm and were relocated to different facilities with different care providers and physical surroundings. The displaced participants experienced delirium, cognitive changes, hospitalizations, and death, according to research published in the Journal of Gerontological Nursing.

"Older adults often have visual and hearing deficits, making it more difficult to interpret their environments and precipitating increased stress," said lead author Pamela Cacchione, PhD, APRN, GNP, BC. "This stress can also exacerbate chronic illnesses, further precipitating delirium."

The 17 participants were part of a broader intervention study testing the effectiveness of a nursing intervention to improve vision and hearing impairment and decrease incident delirium and other outcomes.

As part of the parent study residents were measured with four different tests. The MMSE is a 30-item mental status test that includes questions on orientation, language, attention and recall. The GDS is a 30-item interview based depression rating scale requiring yes or no responses, the NEECHAM is a 9-item nurse rated scale that includes the participant's vital signs and pulse, which is designed to assess for acute confusion/delirium and the mCAM, another delirium assessment tool which includes tasks to assess attention.

The participants were all screened with the NEECHAM and the mCAM on the day of the severe storm and three times a week for two weeks upon their return to their home facility. The scores were compared with their Week 1 scores.

"This study provided documentation of what clinicians have known for some time, but such anecdotal accounts are seldom described with the clinical instrumentation described here," said Dr. Cacchione. "Unexpected relocation often leads to poor outcomes for nursing home residents."

The study, published in September 2011 issue, found that more than half the residents were negatively affected by evacuation and showed signs of delirium within the two weeks immediately following -- two participants were hospitalized and one died.

"Nurses in all care settings, not just LTC sites, should be aware of the potential difficulties older adults may experience as a result of a natural disaster, especially when evacuations and relocations occur," said Dr. Cacchione. "Basic physical care, ongoing assessment of chronic conditions, medication management, the return to familiar surroundings, and the return of valued objects should be facilitated as soon as possible."

Significant ozone hole remains over Antarctica

Friday, October 21, 2011

The Antarctic ozone hole, which yawns wide every Southern Hemisphere spring, reached its annual peak on September 12, stretching 10.05 million square miles, the ninth largest on record. Above the South Pole, the ozone hole reached its deepest point of the season on October 9 when total ozone readings dropped to 102 Dobson units, tied for the 10th lowest in the 26-year record.

The ozone layer helps protect the planet's surface from harmful ultraviolet radiation. NOAA and NASA use balloon-borne instruments, ground instruments, and satellites to monitor the annual South Pole ozone hole, global levels of ozone in the stratosphere, and the manmade chemicals that contribute to ozone depletion.

"The upper part of the atmosphere over the South Pole was colder than average this season and that cold air is one of the key ingredients for ozone destruction," said James Butler, director of NOAA's Global Monitoring Division in Boulder, Colo. Other key ingredients are ozone-depleting chemicals that remain in the atmosphere and ice crystals on which ozone-depleting chemical reactions take place.

"Even though it was relatively large, the size of this year's ozone hole was within the range we'd expect given the levels of manmade, ozone-depleting chemicals that continue to persist," said Paul Newman, chief atmospheric scientist at NASA's Goddard Space Flight Center.

Levels of most ozone-depleting chemicals are slowly declining due to international action, but many have long lifetimes, remaining in the atmosphere for decades. Scientists around the world are looking for evidence that the ozone layer is beginning to heal, but this year's data from Antarctica do not hint at a turnaround.

In August and September (spring in Antarctica), the sun begins rising again after several months of darkness. Circumpolar winds keep cold air trapped above the continent, and sunlight-sparked reactions involving ice clouds and manmade chemicals begin eating away at the ozone. Most years, the conditions for ozone depletion ease by early December, and the seasonal hole closes.

Levels of most ozone-depleting chemicals in the atmosphere have been gradually declining since an international treaty to protect the ozone layer, the 1987 Montreal Protocol, was signed. That international treaty caused the phase out of ozone-depleting chemicals, then used widely in refrigeration, as solvents and in aerosol spray cans.

Global atmospheric models predict that stratospheric ozone could recover by the middle of this century, but the ozone hole in the Antarctic will likely persist one to two decades beyond that, according to the latest analysis by the World Meteorological Organization, the 2010 Ozone Assessment, with co-authors from NOAA and NASA.

Researchers do not expect a smooth, steady recovery of Antarctic ozone, because of natural ups and downs in temperatures and other factors that affect depletion, noted NOAA ESRL scientist Bryan Johnson. Johnson helped co-author a recent NOAA paper that concluded it could take another decade to begin discerning changes in the rates of ozone depletion.

Johnson is part of the NOAA team tracks ozone depletion around the globe and at the South Pole with measurements made from the ground, in the atmosphere itself and by satellite. Johnson's "ozonesonde" group has been using balloons to loft instruments 18 miles into the atmosphere for 26 years to collect detailed profiles of ozone levels from the surface up. The team also measures ozone with satellite and ground-based instruments.

This November marks the 50th anniversary of the start of total ozone column measurements by the NOAA Dobson spectrophotometer instrument at South Pole station. Ground-based ozone column measurements started nearly two decades before the yearly Antarctic ozone hole began forming, therefore helping researchers to recognize this unusual change of the ozone layer.

NASA measures ozone in the stratosphere with the Ozone Monitoring Instrument (OMI) aboard the Aura satellite. OMI continues a NASA legacy of monitoring the ozone layer from space that dates back to 1972 and the launch of the Nimbus-4 satellite.

A new satellite scheduled to launch this month, the NPP satellite, features a new ozone-monitoring instrument, the Ozone Mapping and Profiler Suite, which will provide more detailed daily, global ozone measurements than ever before to continue the task of observing the ozone layer's gradual recovery. The NPP satellite is part of Joint Polar Satellite System, a program of NOAA, NASA and the Department of Defense (formerly known as the NPOESS Preparatory Project). It is scheduled to launch October 27 from Vandenberg Air Force Base in California.
