Sullivan, NYPD union head, dies

Tom Sullivan's 'major legacy' is a new building for the union on Peck Slip in Manhattan, said the union's vice president, Louis Turco.

TOM SULLIVAN, a longtime cop and president of the union representing the NYPD?s lieutenants, died Sunday after a long battle with cancer.

Sullivan, 60, of Marine Park, Brooklyn, was a cop for 38 years.

He served as president of the Lieutenants Benevolent Association the last four years.

?Thomas Sullivan served the public as a police officer and his membership as a leader, and he will be remembered for excelling in carrying out both duties,? said NYPD Commissioner Raymond Kelly.

Two weeks ago, union officials purchased a new building on Peck Slip in Manhattan to serve as a new headquarters.

?That?s a major legacy for him,? said Louis Turco, vice president of the Lieutenants Benevolent Association.

?He was probably the most caring and thoughtful guy I?ve ever been around,? Turco added.

?He always put other people first. He put his family first, he put the union first, he put the department first.?

Sullivan leaves behind his wife, Marie, and five children.

China tested a new rocket engine Sunday (July 29) for a more powerful, next-generation booster that will be used to help the country construct its first space station in orbit, and for future missions to explore the moon, according to news reports.

The new liquid oxygen (LOX) and kerosene engine is being designed for China's planned Long March 5 rocket, which will be more powerful than the current Long March 2F rockets that have been used to launch a space lab test module and an astronaut crew on missions to test docking technologies in low-Earth orbit, according to China's state-run Xinhua news agency.

The more capable Long March 5 rocket is expected to help the country achieve its goal of constructing a space station in orbit by the year 2020, as well as play a key role in the China's future space exploration aims beyond low-Earth orbit. The rocket's maiden launch is expected to occur in 2014, reported Xinhua.

On Sunday, the new engine endured rotational tests of almost 20,000 revolutions per minute, and was exposed to temperatures of up to 5,432 degrees Fahrenheit (3,000 degrees Celsius) for 200 seconds, Xinhua reported.

"The successful tests confirm the reliability of China's LOX/kerosene engine," Lai Daichu, Chinese test commander, told the newspaper China Daily.

The test was conducted by the China Aerospace Science and Technology Corporation (CASC) in the city of Xi'an in northwest China.

The liquid oxygen and kerosene engine is non-toxic, pollution-free and more reliable, according to Xinhua. The engine will be capable of 118 tons of thrust, which is more powerful than the 74-ton-thrust engines used on the Long March 2F rockets that have been used to launch China's fleet of Shenzhou spacecraft. According to Chinese media reports, the Long March 5 rocket will be able to launch a 25-ton spacecraft or satellite into low-Earth orbit, or launch a 14-ton payload into geostationary orbit.

China's most recent space mission, Shenzhou 9, lofted a three-person crew (which included the country's first female astronaut) to the orbiting Tiangong 1 space station prototype module. The flight marked China's first manned docking in space, making it only the third country to accomplish such a feat.

The country outlined its ambitious space program goals in a white paper that was released in December 2011. In addition to constructing a 6-ton manned space station in orbit, China intends to return lunar samples to Earth by 2016 using a robotic spacecraft. In the report, Chinese officials also discussed initial studies of manned missions to the moon.

Narrow escapes for Phelps, Park

Michael Phelps scraped into a 400m medley showdown with Ryan Lochte while South Korean hero Park Tae-Hwan was disqualified then reinstated on a turbulent opening day of the Olympic swimming competition here Saturday.

Park's time of 3:46.68 made him the fourth-fastest in the heats led by Chinese rival Sun Yang.

His appearance in the final later Saturday will leave Canada's Ryan Cochrane, who thought he had secured the eighth and last spot for the medal race, out in the cold, but Canadian team officials opted not to protest.

Park's rollercoaster day followed drama for 14-time Olympic gold medallist Phelps, who won his 400m medley heat only to find his leisurely time of 4min 13.33sec put him into the final by the skin of his teeth in eighth place.

Hungarian Laszlo Cseh, who earned silver behind Phelps in Beijing and bronze in Athens, was second in that heat and didn't make the final, in which Kosuke Hagino led the way.

Cseh's exit was just one of several unwelcome surprises for some of the sport's marquee names on the opening day at the Aquatics Centre, where Britain's Queen Elizabeth II made a brief appearance and US presidential candidate Mitt Romney was among the spectators.

Paul Biedermann of Germany, who set the 400m free world record at the height of the high-tech bodysuit era in 2009, failed to make the final, clocking the 12th-fastest time of the morning as Sun shone with a time of 3:45.07.

Phelps insisted his lackluster qualifying performance didn't rule him out of gold medal contention.

"I think the only thing that matters is really getting a spot in," he said. "You can't win the gold medal from the morning."

Lochte said he'd certainly still be keeping an eye on his compatriot.

"It's a tough competition, he's in the final and you can't count him out," Lochte said, adding that the heats in the grueling four-stroke event were all about getting into the final.

Lochte was content to finish second in his heat behind South African Chad le Clos, whose 4:12.24 was second-fastest of the morning. Lochte was third-fastest overall in 4:12.35.

Meanwhile, Hagino was delighted to set a Japanese record.

"I already broke the national record in April, so I just beat my personal best," he said.

Phelps isn't trying to match his great haul of China -- eight gold medals in eight events -- but he does have a chance to make more Olympic history.

As the two-time defending champion in all four of his individual events -- the 100m and 200m butterfly and 200m and 400m individual medley he could become the first male swimmer to win the same Olympic event at three successive Games.

If he doesn't work some magic in the 400m medley final on Saturday, Japan's Kosuke Kitajima could be the first male swimmer to do it.

Kitajima, the two-time defending champion in both the 100m and 200m breaststroke, made it safely into the semi-finals of the 100m breaststroke with the second-fastest time -- just one-hundredth of a second behind Australian Christian Sprenger.

American world champion Dana Vollmer led the way into the semi-finals of the 100m butterfly in an Olympic record of 56.25sec.

Aussie great Stephanie Rice, nursing a shoulder injury heading into her defence of the 400m medley title she won in Beijing, booked her berth in the final with the seventh-fastest time.

American Elizabeth Beisel led the way into the final, improving on her own world leading time of the season in 4:31.68. China's Ye Shiwen was second-fastest in an impressive 4:31.73.

The three medal-winning teams from Beijing led the way into the final of the women's 4x100m free relay, but it was 2008 bronze medallists Australia in front of the United States and reigning champions the Netherlands -- who rested their rising freestyle sprint star Ranomi Kromowidjojo in the heats.

I?m going a bit off-piste with this one so do bear with ? I?m sure we?ll get mugged by something approximating a valid point down near the bottom somewhere.

I was just thinking how little I now know about the world around me ? the man-made world that is. Technology has bounded along at such a lick that it?s left the average man or woman in the street trailing in its wake I?d say.

Not that I?ve ever really been up to speed. I mean, when it comes right down to it ? I don?t even know how a radio works. I?ve got the headlines of course ? if it came up in a pub quiz I?d know that it?s got something to do with waves and they travel through the air ? but beyond that ? nothing. I mean ? these waves ? are they everywhere? Are they all around us now? Do they pass through us? Who knows ? not me, press a button, music comes out ? that?s it.

So you can imagine the towering level of my incomprehension when it comes to what might loosely be termed ?new technology?. Take this laptop I?m writing on ? how does that really work? Microchips and things yes ? binary code, noughts and ones. But how does it come together? And the internet? Twitter? This blog? Frankly I haven?t a clue.

When people ? well, you know, nutters ? say that it?s all alien technology, reverse engineered from a crashed space-craft found at Roswell, I don?t think ?Oh ? how absurd!? I think: ?Well ? it?s a theory.?

Things have moved so fast. If I was able to talk to myself as a kid, and show him what we?ve got in the way of gadgets now, he would think I was showing him some distant science fiction.

?Never mind that rubbish you see on Star Trek with the clam-shell phones ? that?s so 1995 ? take a look at this iPhone. With this thing in my palm I can access every fact in the world ? or at the very least someone?s opinion on that fact. I can speak to anyone on the planet who is willing to speak to me ? yes on the phone, the way you have to go down to the corner and use the pay phone to do, but also on TV face to face. I can listen to any song on any record in the whole of HMV on the high street ? and millions more they haven?t got. Yes, even 12 inch singles. I can watch any movie ? the ones you have to go to the cinema to see. And when you get in the car ? this thing can bounce a signal off a satellite up in space and tell you exactly where you are in the world and give you directions to where you have to go.?

Even supposing young me wasn?t freaked out by old me just appearing like that and going on at him like some deranged salesman from Phones 4 U he would doubtless be amazed by how quickly things have changed.

But now imagine me as a kid, going back to see my dad when he was a child ? say 30 years earlier. I wouldn?t really have had that much to tell him. ?You know TV? Yes ? well we still have that, but some rich people have colour ones ? and you know telephones? Well several people in my class have them in their actual homes.?

Yes ? it?s since the 1970s that things have really taken off. I think I was about 12 when Pong came out ? that prehensile video game based on batting a white dot from one side of the screen to the other between two paddles. I imagine that was the first bit of technology we reverse engineered from the Roswell Aliens. It?s all gone haywire since then.

Now let?s look at literature. (See, told you there was a point). How has that changed in the same period? Well, I?m tempted to bluster and make up some stuff but the truth is, it?s hardly changed at all. Styles come and go, fashions wax and wane, but we still have novels, poetry, short stories. Nothing revolutionary has happened.

It has been suggested that the changes in technology could prompt a revolution in the way we write. That the more open access of the e-book?era might allow people new latitude to reconfigure what counts as a piece of creative writing. It might smash open the boxes into which writing must fit to get past publishers and agents and make it into print under the current orthodoxy.

Removing the constraints of the solid, physical book and the expensive process of printing might lead to unexpected and radical change in the forms writing takes.

Is this what?s going to happen? Or will ebooks simply lead to mass piracy and mean that authors struggle even more to get paid for their work?

Who knows? The truth is it?s a revolution ? and in a revolution nobody knows what the outcome is going to be, not even the people who start it.

Managing Commercial Leisure Services

As a leisure services manager, you need to understand that each of the leisure sectors?commercial, nonprofit, and public?has its own rules for financial management, some of them formal and others informal. These sectors have their own traditions, rules, and standard operating procedures that not only make them different from each other but also make them different from other services in their sector.

For-profit leisure services need to identify human needs and offer services to meet those needs. These businesses must focus on the customer because it is the transaction between the business and the customer that provides the business its lifeblood. This is known as taking a marketing approach.

This singular focus on the customer provides challenges to commercial leisure services that don?t exist in the public and nonprofit sectors. With no taxes or donations to sustain commercial leisure services, there is no safety net. These managers walk a tightrope without a net. Stockholders and owners expect a return on their capital, and lenders need to be repaid with interest. Customer needs change and there is a constant threat of competition. Like their counterparts in the other two sectors, commercial leisure services are susceptible to economic downturns and must comply with government regulations.

Leisure services managers in the commercial sector also have advantages compared with managers of nonprofit and public organizations. For instance, much less transparency is required of businesses. The media do not have access to the financial records of privately owned companies, and they have limited access to those of publicly traded companies.

Another advantage for managers in the private sector is that their employees have fewer rights than do employees in the public sector. The salaries and wages of corporate employees can be kept secret from other employees. In some cases, it is actually possible to terminate corporate employees for divulging their pay, allowing managers to use pay as a motivational tool.

Leisure services providers in the private sector do not have public board meetings like governmental units do. There is no state open meetings act requiring that their business be done in public; in fact, to do so would be providing competitors with strategic information. Therefore, setting prices for services is not open to debate in the private sector the way it is in the public sector. And board members of commercial leisure services can be paid substantial amounts of money for attending meetings, but board members of nonprofit and public leisure services agencies are not compensated.

Another advantage of being a commercial manager is the compensation. If a manager is the owner of the company, she is entitled to all of the profits. If the manager works for a corporation that he does not own, there is an opportunity for pay to be commensurate with performance. It has been said that there are only two ways of acquiring wealth in the United States: one is investing well, and the other is owning or being the senior manager of a business. That?s the upside. The downside is that the majority of businesses fail.

It takes a business-minded person to manage in the private sector. With a focus on the needs of the customer and the art of the deal, managing in the commercial recreation sector can be rewarding. But walking a high wire without a net has its risks.

Managing Nonprofit Leisure Services

With their primary source of income coming from fees and donations, nonprofit organizations need to focus on revenues to remain financially viable. Just like commercial endeavors, this focus causes nonprofits to be creative in the services they provide to their clients.

Transparency is another issue for nonprofit organizations. Although freedom of information and open meetings acts do not apply to nonprofits, charitable organizations must file IRS reports that reveal financial information and some salaries. These reports are available to the public by request or through Internet sites such as GuideStar. Because they solicit donations from the public and their membership, nonprofits also have an ethical obligation to be transparent about their finances.

Boards of directors for nonprofits are usually appointed or nominated by other board members and then approved by a vote of the board. Sometimes nonprofits have annual membership meetings, where all in attendance approve or elect those nominated for the board or even nominate a different person. Also, board meetings are not open to the public or regulated by state open meetings acts, so replacing board members can be done without public scrutiny. Managing employees can be different from the other sectors as well. Because employees are generally not rewarded by sharing profits, managing nonprofit employees is similar to managing public employees. It is generally done using sociological principles of group motivation, which suggest that people behave differently in groups than they do as individuals.

Nonprofit managers focus on how their agency generates revenues from fund-raising and fees, who receives free services, how the agency judiciously spends its money, and how the agency maintains an environment where clients can be donors and employees only have nice things to say about the organization.

The good news is that nonprofit leisure services organizations usually succeed. Of the new nonprofit organizations created each year, it is estimated that less than 2.3 percent fail each year (Bowen, Nygren, Turner, and Duffy 1994). This is partly due to the stability of their revenue streams and the safety net that donors provide. When nonprofits are chartered by states, the people who charter them usually have established a need for their services and sources of revenues for their operations. People who pursue a career in nonprofit leisure services often are intrinsically motivated, wanting the security of a stable environment while performing a service to the community.

Managing Government Leisure Services

It has been said that public administration is like managing in a fishbowl?nothing is private. Part of the reason is that government taxes its citizens. Unlike businesses or nonprofit organizations where revenues are exchanged through transactions that both parties agree upon, taxation is not voluntary.

To protect its citizens, the United States has built a system of checks and balances that permit taxpayers to see how their tax money is spent. Called transparency, these laws require all but personnel information to be public. In addition, meetings must be announced and take place in public, and individuals or companies doing business with the governmental unit must bid competitively for that business. The salaries of public leisure services managers are public information, as are the salaries of everyone within the governmental unit, whereas salaries in corporate leisure services are private.

Another challenge in managing governmental units is that public employees have greater rights than do business and nonprofit employees. In most states, public employees cannot be hired and fired by managers without the consent of the elected board. This means employees have the right to a board hearing before termination.

Boards in the public sector are unique as well. The governing boards levying taxes and approving budget expenditures must be elected. Appointed park and recreation department boards may have advisory authority, but only the elected boards have the power to decide. This means that directors of park and recreation departments have two boards as their bosses, the city council and the appointed advisory board. Sometimes leisure services managers have three bosses: the city council, the park board, and the city manager. This can make managing a public leisure services agency the most difficult of all assignments.

Working for an elected board in an environment where everything a manager does is public information adds a dimension of politics to the management process. Nonprofit leisure services managers might worry about offending potential donors, but if governmental leisure services managers offend a member of the public, that person can run for election to the governing board, as can a disgruntled employee.

Another challenge of managing governmental leisure agencies is the need for two types of financial management skills. One is the management of tax-supported services, typically parks, which are used for free and supported entirely from tax revenues. The other is the operation of recreation programs and facilities, which generate self-
sustaining revenues from user fees. Managers in the public sector are, therefore, running governmental units, providing tax- and fee-supported services in a transparent arena where disgruntled employees or members of the public can run for their boards.

Governmental units that provide leisure services have had their tax funding reduced in recent years, forcing their managers to take a more businesslike approach to revenue generation. But taking a businesslike approach does not change the legal requirements of being transparent, adding another level of complexity to their management responsibilities.

Skills Needed for Managing Leisure Services

Managers in all the sectors need to be good communicators and knowledgeable about accounting, marketing, and organizational theory. Coursework should be broad, including economics, finance, political science, psychology, sociology, and organizational behavior. If you want to own or manage a large leisure services business, you might want to focus on business administration. If you want to be a manager in the public sector, you should take courses in public administration and park and recreation management. Some universities have niche programs in sport management, tourism, and nonprofit administration. Universities with programs in parks and recreation or leisure services administration should give you the skills and knowledge base to work in any of the three sectors, including coursework that provides a solid understanding of financial management.

To work in the public sector, you need to understand government accounting, which is different from business or nonprofit accounting. To maintain the required levels of transparency, governmental units have much more complex accounting rules compared with business and nonprofit accounting. If you oversee the operation of parks, your skills need to include those related to park maintenance and conservation. If you manage recreation programs or facilities, skills need to include marketing and financial management as well as skills related to the recreation facility or program.

If it seems that management in the public sector is the most difficult of the three sectors, why would someone choose to do it? The answer is that it is just as rewarding as working for a nonprofit organization. Serving the public has its intrinsic rewards. There are also long-term financial rewards. Government service is one of the few professions where there are still pension programs available that provide a defined annual income no matter how long the manager lives after retirement. In the private and nonprofit sectors, defined annual incomes are becoming less common. In those sectors, retirement benefits are the amount of wealth that can be acquired during the individual?s work life. Whatever you have in your 401k or other investments is what you have as a nest egg for the rest of your life. But for a government retiree, a defined lifetime annual benefit provides security for life.

Usually when we need to make a PowerPoint presentation one of the elements that we pay attention when we finally complete the content is to prepare the presentation title and apply the final touches to the slide design. The presentation title is an important element of any presentation since in advance this title will be seen by our audience even before we start the meeting or presentation. That?s why we need to pay special attention to a well designed presentation title that lets share the message about what the audience will find inside the presentation (who is the presenter, or what is the topic) but also?generate expectations so we can keep our audience stand up.

Here we will see some ideas that may help at the time we need to work on the final touches of our presentation, especially when we need to prepare a PowerPoint Presentation Title.

A simple Presentation Title can be affordable in any general presentation. Moreover, common PowerPoint templates like those that you can find in the official PowerPoint program, have a very simple layout for the titles and sections.

This example may not be the best one. In this case, the title uses gradient and the sub title is less visible than the title. But the purpose of this presentation is not to highlight the title, instead we wanted to highlight the FPPT.com logo.

In a business presentation or prior to a conference, the presentation in PowerPoint is usually loaded before the presentation starts and displayed in the big screen while the audience is sitting in the?auditorium. Some of them may use smartphones and QR Code readers so it will be desirable to let them scan your Contact information from the slide.

The most important thing is to focus on getting the message across so avoiding unneeded animations and other kind of distractions may be desired. Even lousy templates with low quality pictures will give other a sense of disconnection while you want to keep them stand up watching your presentation.

In order to make a good presentation title slide in PowerPoint, keep it clean, be consistent on fonts, colour and background. Don?t overwhelm the main slide with lot of text just keep the most important or core topic of the presentation and add any other side information like your Contact, your business position (ie: Chief Executive Officer, or better just CEO). Use contrasting colors for text and background. Dark text on a light background is best. Some backgrounds using patterns or textures may reduce readability of text.

If you use images, you can split the slide in different sections, for example use a vertical layout where you can display a high quality picture on the left and the presentation title on the right.

This example shows a good PPT slide where the presentation title is?accompanied?with a nice HD photo for a travel guide presentation. Notice that the title is in the middle of the slide instead of the bottom part. This is also important since if you put the title too low and you are presenting in a big auditorium, the people in front will hide this title for the people who is behind.

European Telco Proposal to ITU: A Threat to the Open Web ...

A group of European telecommunications companies has made a proposal for global Internet regulation that could fundamentally alter the free flow of information online. In the process, they have highlighted the risks inherent in the broader debate over ?Internet governance.?

The International Telecommunication Union (ITU), a specialized UN agency that sets standards for international telephony, is renegotiating one of its foundational treaties. Written in 1988, the current treaty does not address Internet-related issues. Several member states and corporate sector members of the ITU are proposing changes that would expand the agency?s regulatory authority to the Internet. Members states have made proposals regarding IP routing, cybersecurity, data protection, peering charges, and other areas that could affect Internet functionality and openness.

A proposal put forth by the European Telecommunications Network Operators? association (ETNO) could undermine the free flow of online content worldwide. It could have particularly harmful effects on less developed countries and smaller content providers. Under the ETNO plan:

1. Network operators could be forced into a system for exchanging Internet traffic in which, when forwarding a communication to another network, they would have to pay a fee to the next network in the chain. Remember: the Internet is a network of networks. This would upend the current system, where network operators exchange much traffic free of charge.

2.? Online hosts and content providers could be included in the interconnection fee system and be required to pay a fee for delivery of their content.

3. Internet Service Providers (ISPs) and network operators would develop a two-tiered system for online traffic, in which content providers could pay extra money to have their traffic sent with a guaranteed ?quality of service.? Content providers who couldn?t afford the extra cost would have their content delivered by the traditional method, known as ?best effort? delivery.
These elements of the ETNO proposal would increase revenues for telecommunications operators, but there is no guarantee that they would provide a benefit to users ? in fact, they could do the opposite.

Disadvantaging Users in Less-Developed Countries
Under the ETNO proposal, networks in more developed countries may decide not to route traffic through countries that they believe are not big enough or commercially important enough to justify the additional cost. This policy could leave users in certain countries on the wrong side of a widening ?digital divide.? And it could make it hard for those users to access important content outside their countries? borders.

If networks in less-developed countries need to pay new interconnection fees for sending Internet traffic, they may have to charge more to their users. This could leave entrepreneurs and other content providers in less developed countries facing greater costs in accessing global markets.

Disadvantaging Small and Independent Content Creators
Under ETNO?s proposal, online service providers, ranging from small blogs to large social networking sites, would have to pay significant fees in order to send traffic through the network. Large, established companies that host content could probably afford these fees, but for smaller companies ? many of which host independent content or innovative services ? such costs could limit their global reach.

Web content providers in less developed countries would be disproportionately burdened by these fees, and thus less able to make their content available at a regional or international level. In poorer countries with low Internet penetration rates, this could leave users with access to local websites and content delivered by Internet giants like Google, but little else.

To use Global Voices as an example, Spain-based authors covering Latin America might suddenly have limited access to blogs in small, less developed countries like El Salvador or Bolivia, where bloggers would likely have limited means to pay international interconnection fees. On the whole, small and/or independent websites all over the world would become less accessible at the international level; international connections between users who create, innovate, game, or interact across borders would suddenly begin to diminish.

Economic Impact
The proposal has been framed as a policy that will allow telecommunications companies to make greater investments in Internet infrastructure and increasing ICT access, but there is no guarantee that additional revenues would be put towards such development. Instead, the policy could undermine the economic development potential of the Internet for businesses and independent vendors in developing countries. Small businesses wanting to sell their products on the global market would face higher costs, and they could even find it difficult to reach the e-commerce sites that serve as platforms for small enterprise.

Threat to Net Neutrality
Under ETNO?s proposal, network operators could opt to prioritize certain traffic. A company could pay the operator higher fees in order to have its traffic prioritized, and thus delivered more quickly and reliably than that of its competitors. This would give network operators tremendous power, and it would undermine the principle of Internet neutrality.

What?s Next ? And What Internet Users Can Do
ITU members will meet to vote on this and many other proposals this December in Dubai at the World Conference on International Telecommunications. The ITU is not open to civil society participation. Only governments and dues-paying ?sector members? (mainly large companies and trade associations) can participate.

The best way for Internet users to voice their concerns about this issue is by working through the national delegations that their governments will send to the conference.? Usually, these national delegations are comprised of the minister and staff of the national telecommunications ministry.? Civil society groups have been urging Member States of the ITU to conduct public processes at the national level to solicit input from all relevant stakeholders and to release their national positions and proposals for public debate.

Gavin Gillette and Jose Trujillo power into Round 5 of ASP 4-Star Quiksilver Surf Open Acapulco

Hawaii?s Gavin Gillette and Mexico?s Jose Trujillo advanced to the fifth round (Round of 16) at the Association of Surfing Professionals (ASP) 4-Star Quiksilver Surf Open Acapulco after walking away with a successful result from their respective Round 4 (Round of 32) heats that took place at the main site of Playa Revolcadero in Acapulco, Mexico, on Friday, July 20.

America?s Dane Anderson and Mexico?s Diego Cadena managed to avoid elimination and qualify for the next round as well after clinching runner-up positions in their respective Round 4 heats.

The up-and-coming surfing talent was indeed doing pretty good to remain alive in the contention for the event title despite the demanding surfing conditions on hand. The two-to-four foot wave and off-shore winds made it pretty tough to even reach a double-digit heat-total, leave alone getting a big score off a single wave.

Facing Anderson, his compatriot Phillip Goold and Mexico?s Blas Bacardo in the third heat of Round 4, Gillette wasted very little time to stamp his authority. The 26-year-old Kauai-based surfer put on an energetic performance, pulling off a massive back-side air-reverse in the final minutes of the heat to post an 8.83 on the score-board, which backed up a 4.93-point ride to take him to a winning heat-total of 13.76 points.

?I was pretty nervous because second place is not a good spot to be in,? Gillette said. ?I knew the Mexican guys could get barreled or do an air and they didn?t need much of a score. I knew I had to come back and battle with those guys and I?m glad I did.?

Anderson was nothing short of impressive during the heat either and managed to reach a heat-total of 12.93 points, which served to put him in second place and consequently add him to the Round 5 line-up.

Bacardo finished third with a heat-total of 5.47 points, while Goold rounded out the bottom-position with a two-wave total of 4.60 points. The failure to make a significant impact in the four-man heat and resultant bottom-two finish led to their elimination from the competition.

The fourth heat of Round 4 pitted Trujillo against Cadena, Hawaii?s Dylan Goodale and Chile?s Camilo Hernandez.

Making the most of his local knowledge of the waves, Trujillo managed to reach a heat-total of 10.40 points, which served to seal the fate of the battle in his favour.

Cadena finished just behind his compatriot in runner-up place with a heat-total of 9.83 points, which took him through into the next round as well.

Goodale and Hernandez rounded out the bottom-two positions with a heat-total of 9.57 and 6.10 points respectively, getting ejected prematurely from the competition as a result.

EAST LANSING, Mich. The secret to the deadly 2011 E. coli outbreak in Germany has been decoded, thanks to research conducted at Michigan State University.

The deadliest E. coli outbreak ever, which caused 54 deaths and sickened more than 3,800 people, was traced to a particularly virulent strain that researchers had never seen in an outbreak before. In the current issue of the academic journal PLoS ONE, a team of researchers led by Shannon Manning, MSU molecular biologist and epidemiologist, suggests a way to potentially tame the killer bacteria.

The strain, E. coli O104:H4, shares some characteristics as other deadly E. coli bacteria, but its combination is novel. Researchers haven't determined the mechanism it uses to cause disease, although Manning and her team were able to find the strain's Achilles heel its biofilm.

By focusing on the bacteria's biofilm, the grouping of many E. coli bacteria that stick to a cell's surface and grow encased in a self-produced protective coat, Manning and colleagues were able to determine why it was so deadly. When the bacterium found in Germany forms a biofilm, it begins to make more toxic genes like the Shiga toxin.

Increased production of the Shiga toxin is the probable culprit that contributed to so many incidents of kidney damage and death during the 2011 outbreak, Manning said.

"What made the German outbreak so different is that many victims suffering from kidney failure were adults," she said. "Rather than attacking adults, other types of E. coli that produce Shiga toxins typically damage kidneys of children under 10."

In addition, the incubation period was considerably longer among individuals infected with the German outbreak strain compared to individuals infected with E. coli O157, a similar bacterium that can also cause illness and death. Manning believes this is because the German strain needs a longer period of time to form a biofilm, whereas biofilms are not important for O157 infections.

"Our research demonstrates that biofilm formation is critical for toxin production and kidney damage," she said. "If we can block the bacteria from forming a stable biofilm, then it is likely that we can prevent future E. coli O104:H4 infections."

The next phase of Manning's research is already focusing on creating mutant strains in an effort to prevent the bacterium from forming a biofilm. This would prevent the disease completely since the conditions would not be favorable for bacterial growth.

BAT sees good earnings growth in 2012

LONDON (Reuters) - British American Tobacco expects good earnings growth this year despite the strong pound holding back its performance at the half-year after the world's No.2 cigarette maker gained from price rises and strong emerging markets.

The London-based group, which makes Kent, Dunhill, Lucky Strike and Pall Mall cigarettes, said on Wednesday its half-year volumes were flat at 344 billion cigarettes while price rises pushed up its underlying sales by 4 percent.

Chairman Richard Burrows said despite global economic uncertainty and the adverse impact of exchange rates the group had performed well and he was upbeat for the full year.

"The underlying business continues to perform well and we are confident of another year of good earnings growth," he said.

BAT, which made 705 billion cigarette last year, has seen smoking levels decline in Western Europe and North America, but has offset this by pushing up prices and seeing growth in emerging markets like Brazil, Mexico, Romania and Russia.

The company posted a 7 percent rise in half-year adjusted diluted earnings per share to 102.4 pence, in line with a consensus forecast of 102.5 pence according to a company-compiled survey of analysts.

The half-year dividend, set at one third of 2011's full year level, rose 11 percent to 42.2 pence a share.

Rival Imperial Tobacco reported on Tuesday that price rises offset volume falls as it lifted its revenues by three percent in the nine-month to end-June after it suffered in recession-hit Spain as well as Ukraine and Poland.

KIEV, Ukraine (AP) ? If a group of Ukrainian lawmakers succeeds in its mission, TV shows and movies sympathetically portraying homosexuals such as ?Brokeback Mountain? will be banned. So will gay pride parades.

The recently introduced bill, supported by the president?s representative in parliament, would impose prison terms of up to five years and unspecified fines for spreading ?propaganda of homosexuality? ? defined as positive public depiction of gays in public.

It has sparked an outcry from rights organizations in Ukraine and beyond, who condemn the bill as a throwback to Soviet times when homosexuality was a criminal offense. They also warn that harassing the gay community could lead to a spike in the HIV/AIDS epidemic in Ukraine, one of Europe?s most severe, by driving gays further underground.

Although homosexuality was decriminalized in Ukraine and neighboring Russia after the fall of communism, animosity toward gays remains high across the former Soviet sphere. St. Petersburg, Russia?s second-largest city and regarded as one of the country?s most sophisticated, this year passed a law mandating fines of up to $33,000 for promoting homosexuality among minors. A gay pride parade in the Georgian capital ended in a scuffle with opponents in March.

The Ukrainian bill comes in the wake of organizers? decision to cancel the country?s first gay-pride parade in May, which they made after hearing that hundreds of potentially violent opponents of gay rights had come to the capital.

Two Ukrainian gay rights activists have been brutally attacked in recent months.

The hostility toward homosexuals raises concern wider questions about tolerance in Ukraine and whether the country is truly capable of embracing Western values as strives to join the European Union. In the run-up to last month?s European football championship, co-host Ukraine was rocked by allegations of racism, as fans at one stadium performed monkey chants directed at black players.

Pavlo Ungurian, one of the six lawmakers from various parties who authored the bill, told reporters Monday that growing acceptance of gay rights in the West is ?not evolution, but degradation? and needed to be fought.

?Our goal is the preservation of the moral, spiritual and physical health of the nation,? Ungurian said. ?We must stop the propaganda, the positive description and the publicity ? of this abnormal lifestyle.?

Ruslan Kukharchuk, who heads the group ?Love Against Homosexuality? and campaigns in support of the bill, said the legislation would make TV dating shows involving same-sex couples and movies like ?Brokeback Mountain,? which explores the romantic relationship of two cowboys in the United States, illegal. Gay pride events and parades would also be banned.

Kukharchuk charged that homosexuality is an illness and that people must be treated for it. In 1990, the World Health Organization removed homosexuality from the international classification of illnesses.

?We believe that homosexuality is a disease, it is a psychological disorder of a person and without a doubt there must be institutions, perhaps even financed by the government, to help such people get rehabilitation therapy,? Kukharchuk said.

No date has been set for a vote on the bill in parliament, but Kukharchuk hopes it will be considered in September before a parliamentary election in October.

President Viktor Yanukovych has remained mum about the initiative, but the fact that his parliamentary representative Yuri Meroshnichenko supports the bill is an indication that Yanukovych may back it as well. It was unclear how much support the bill enjoys among lawmakers.

Anastasia Zhivkova, a gay rights activist, called the bill ?a throwback to the Middle Ages? that would even further clamp down on Ukraine?s gays and lesbians, most of whom already hide their lifestyle because of a severe public stigma. For every one gay Ukrainian who is out, another 80 are forced to conceal their sexuality, according to gay groups.

The United Nations Development Program said in a statement that the bill amounts to ?state-supported discrimination against? gay, lesbian and transgender groups and could fuel the AIDS epidemic in Ukraine, by preventing them from getting proper information on preventing and living with sexually transmitted diseases.

Zhivkova said gays are forced to hide their relationships not only from their work colleagues, but also from their relatives, often cutting vacation photos in two, to avoid showing who accompanied them.

?A great part of our life remains in the shadows,? Zhivkova said. ?All the time you balance between being an outcast or a criminal.?
