Elementary school teacher, former roofing co. GM Bill Watts seeks ...

ROCKWALL -Elementary school teacher and former general manager of a multi-national roofing company Bill Watts is seeking Rockwall Council seat 3 in the May 14 city and school board elections.

His opponents are strategic planning consultant Mike Townsend and retired insurance agent Bennie Daniels.

Mayoral candidate Glen Farris has held the Place 3 position for the past four years.

A? Texas resident for 20 years, living in Rockwall since 2003, Watts says ?government should be aiding its citizens to realize their full potential and not be a hindrance. ?

He said he is running because he and his wife, Laura, ?love the community and want it to be the best place in Texas to raise a family.?

?It?s time to have leadership that will be good stewards of our tax dollars,? he added.

?I am not a politician, but I am running because I want the city of Rockwall to be the best city in Texas to raise a family. During the last seven years I have seen the debt of the City increase to over $ 225 million dollars. That is about $6,000 per resident. But if we add the Rockwall ISD debt of over $725 million, plus the Rockwall County debt of over $90 million, we are in debt to the tune of a billion dollars. We as concerned adults must leave the city a little better for our children without the burden of extreme debt.?

?I believe in God, family, and self-reliance just like many of you who live here in Rockwall,? he said. ?I feel it?s time to have leadership that will be good stewards of our tax dollars. We must find ways to provide for future growth that do not leave our children with a debt that they cannot repay.?

?If you vote for me, I will work with the rest of the City Council and Mayor to find methods to improve the city and aid the families in Rockwall without increasing taxes. I will vote for prosperity in Rockwall and against unnecessary spending. I will be a good steward of your tax dollars.?

If elected, he said he will:

  • Work with Council members to carry out the City?s Strategic Business Plan without increasing debt or taxes
  • Brainstorm with our community to gather ideas on how to reduce city debt without reducing services
  • Be a good steward of tax dollars working within the city?s revenue, just as families must do
  • Provide ideas for the city to partner with other entities within the area to attract new industry and revenue for Rockwall
  • Seek citizen input for real world solutions and review the city?s citizen survey results to aid his understanding of what the citizens of Rockwall want
  • Work to make Rockwall a business-friendly city

?At present we have the resources that are provided by the current revenue sources, your tax dollars. Therefore, I will be a good steward of that revenue; using it to increase value, not increase debt,? he said.

With a college degree from Georgetown College in Kentucky and a teaching degree from the The University of Texas at El Paso, Watts has a Master?s Degree in School Counseling and a Master?s in Professional Counseling from Amberton University in Garland.

Since becoming a teacher he said he has ?gained a perspective on life that only a teacher can get. We must leave our world, our country, our city a little better for our children.?

Before teaching he said he traveled the world in the construction industry.

?Before I became a teacher, I was in the commercial roofing construction industry for a little over 20 years. My employment allowed me to travel across the United States, working in 38 states in the United States, as well as Latin America and the Caribbean.?

?I have owned my own business, was the general manager of a multi-national roofing company, training manager, technical instructor, territory manager, supervisor, project manager, and technical inspector during my years of working in construction. My accomplishments in the construction industry and education have provided me with leadership skills and business experience that I use daily.?
